Vintage Constellation running slooooooow

Late 1960s/early 70s Constellation C Day/Date, caliber 751. Just had it overhauled at my local jeweler after not having been working for over a decade. Watch is in good condition (two tiny rust spots on the dial and your normal wear and tear on the case/bracelet) and it runs albeit very slowly, losing about 20 seconds per day.

My question is, I just had this overhauled...should I complain to my local jeweler who did the work or is this to be expected out of a 30+ year old watch? Second, to get this watch to the original standards of +6/-4, will alot of work be needed or just some simple adjustments? I know this is hard to answer without looking at the movement; I'm just looking for general answers with regards to vintages movements of this era.

Thanks :)
Answer:
When your watch gets out of order you have a choice of two things to do: throw it in the fire or take it to the watch-tinker. The former is the quickest. -MT

Oh, my gosh. Someone more picky than I. I have two Connies one is out being checked, the one I got here has been running to the minute for several weeks with my Atomic time clock. Awesome. Seconds are harder to check since its not hack and minutes on a fourty year watch are good enough for me.

The Connie movements are great and keep time as well as my Rolex watches .

If you just had it serviced you can ask him to check it on a timing machine again. However to get it within old specs may require more than just service. Great watches BTW.
Answer:
someone else said something about hacks and seconds. what does that mean?

also, i am having a watched looked at. it was running about 2 mins slow every 8 hours. one guy said the regulator might have to be replaced. what does this do and also, what else might have to be looked at to determine the problem.

also, the bumper movement. i kinda had to shake it hard to keep the watch wound and when i did that, it did not stop on me. so, what does this mean?

lastly, one guy popped the case and said he did not see any oil. was he suppossed to?

Answer:
Hack seconds means you can stop the second hand to time the watch precisly.

Do not know about a regulator on a watch maybe he meant balance wheel which regulates the precision of a watch. If you look at a watch its the round wheel that moves back and forth constantly and regulates the speed of the other gears in the watch.

The watch jewels and pivot points should have some oil on them, however its not readily visible to inexperienced people.

Do not know too much about bumper movements except that the full rotar ones were a vast improvement. BTW omega rotars wind both ways like Rolex.Forgot where I read that.
